The Relief register is meant for tracking the general relief to calculate the income tax according to the date from which the relief is valid.

Date In the Date field you enter the date from which on a certain relief is valid.
Amount The Amount of relief on the yearly bases. If the upper date is before 01.01.2005, than the relief is taking into account as percentage of average salary. 
1/12 This data is calculated from the previous column and its not entered. It represents monthly amount of relief, which is the same as 1/12 of yearly relief. If the upper date is before 01.01.2005, than this field is empty, because in both cases the percentage is the same.
