U privitku je greška koja se javlja:
The statement has been terminated. The INSERT statement conflicted with the FOREIGN KEY constraint "rtHR_Prsn_tHR_SetHourWorkM_34". The conflict occurred in database "XY", table "dbo.tHR_SetHourWorkM", column 'acCode'.

Ne mogu upisivati novo zaposlene radnike, imaju kontrolu.

Na bazi provjeri ako ima neki prazan zapis:
Select acCode from tHR_SetHourWorkM Where acCode = ''

Još select ako nema praznog zapisa:
Insert into tHR_SetHourWorkM (acCode)
Select ''
Where not exists(Select acCode from tHR_SetHourWorkM Where acCode = '')
