Allow changing other than per-user settings

The permission affect changing settings in the Administration Panel which are linked to the workstation. Such settings are marked with (m) - machine, eg.:.

If those settings are forbidden, user can only have access to settings that are related to the user and are marked with (u) - "user", eg.:
