If you check
for earnings type, the norm attainment factor will be used to calculate total attainment of norm. It is displayed in pay slip: that is, individual earnings type, related norm attainment factor and in the header total weighted norm attainment factor.

Example:
Let us say that the employee in the current month fulfilled the norm of:
150 hours thus exceeding the norm by 56% - factor = 1.56
10 hours thus exceeding the norm by 98 % - factor = 0.98
weighted norm attainment factor = ((150*1,56) + (10*0,98))/160 = 243,80/160 = 1,52375
